THIS 2012, COOPERATIVE DEVELOPMENT AUTHORITY COMMITS 'IMPROVED SERVICE DELIVERY', LINES UP MAJOR PROGRAMS, ACTIVITIES





Chairman Emmanuel Santiaguel of the Cooperative Development Authority (CDA) has committed this year (2012) that CDA will "persist with the goal of improving service delivery in the name of transparency, accountability and quality service". 

In his New Year's message, Santiaguel also called on the CDA workforce to "take advantage of the opportunity to make a difference" and to contribute individually and as a group for the "betterment of CDA and of the cooperative sector".

"I could say fairly that we had accomplished a great deal for the year 2011,"  Santiaguel said even as he thanked the CDA officers and employees for their support.

At the same time, he hastened to clarify that CDA was not "halfway through with our goal."


"We still have a long and ardous way ahead of us before we reached our target of 20 million coop members by the year 2013; fully equipped our own personnel with skills and trainings and elicit the greatest form of commitment for CDA and lastly, to give recognition to whom and where it is due."


Seeking to debunk earlier perceptions of the CDA, Santiaguel vowed to:
       1.  Continually enhance the quality of CDA program and services;


       2.  Deliver prompt services to the public, following a culture of excellence, commitment, integrity and teamwork; and


       3.  Act according with the law and public policy.


The CDA Chairman also announced the following major programs and activities for 2012:


       1.  Completion of the guideline and standard for various types of cooperatives.


       2.  Implementation of CDA Communication Advocacy Program;


       3.   Development and implementation of the Social Audit System of the Philippines.


       4.  Development and implementation of the Coop Performance Audit.


       5.  Conduct and implementation of activities in connection with the observance of the International Year of Cooperatives.


       6.  Activation of the National Coordinating Committee on Cooperative Promotion and Development, in accordance with EO 95 from the national to the regional levels.


       7.  Full implementation of MC 2011-02 (Simplified and Rationalized Guidelines in the Operation and Structure of  Cooperative Development Councils).


      8.  Crafting and implementation of a Human Resource Development Program for CDA,


      9.  Holding of  a CDA National Team-Building on March 12-17, 2012 in Bohol.


     10.  Work for the ISO Certification of CDA Central Office and MEO.


     11.  Renovation of  CDA Central Office, and construction of 3 Extension Offices.


    12.  Explore the means for the replacement of transport vehicles for the remaining Regional Office which were not accommodated last 2011.


    13.  Forging a Memorandum of Agreement with LGU Coop Office and work for the inclusion of the cooperative agenda.


In pursuit of CDA's commitment to further improve its level of service delivery,  Santiaguel also pledged to undertake the following:


    1.  To have an efficient registration and effective regulation (of cooperatives), which will target to achieve:  "No package deal on coop registration; zero backlog on amendments; no piece-meal evaluation of application; one-day processing of Certificate of Good Standing";


    2.   Equity-oriented Cooperative Promotion and Development. 

     This will include, among other things, conducting meetings with cooperatives to expand membership; conversion of electric cooperatives; tapping local government offices to give incentives; encouraging weak coops to merge with strong ones; coop mapping and encouraging branching, and

    3.  Institutional Development.
